In 2019, Ms. Lootens started her own practice, and in 2020 formed the Law Office of J. Lootens, PC, now known as Lootens Law Group, PC.  The firm’s practice is currently focused on renewable energy and telecommunications in Hawaii and on the mainland.  The firm has extensive experience representing IPPs in renewable energy RFPs and in the various stages of development and financing of utility-scale and distributed generation energy projects.  This experience includes the negotiation of power purchase agreements and construction agreements, as well as representing IPPs in obtaining governmental approvals.

Ms. Lootens has been working in the area of renewable energy development and finance since 2006.  To date, she has assisted her clients with the successful completion of over 200 MWs of solar development in Hawaii.  Specifically, she has negotiated numerous power purchase agreements and construction contracts, acted as counsel in permitting matters and regulatory proceedings, including assisting clients with obtaining regulatory approvals from the State of Hawaii Public Utilities Commission.  Her work on the mainland has included the acquisition, development and financing of two phases of a 500 MW wind farm in Texas, as well as matters relating to the development and operations of several assets in the northeast United States.  Prior to starting the firm, Jennifer worked at Chadbourne & Parke LLP in New York and Los Angeles, where she assisted both lenders and developers in tax equity and debt financing transactions.  For her work in Project Finance, she was recommended in Chambers USA: The World's Leading Lawyers for Business from 2009 – 2011.

 

Following her time at Chadbourne & Parke LLP, she was the Associate General Counsel at First Wind and SunEdison. 

 

Jennifer has a strong commitment to pro bono work as demonstrated by her numerous volunteer endeavors. These include acting as advisor to Just Energy, a non-governmental organization located in Cape Town, South Africa, where she worked with the organization to develop utility-scale wind farms in South Africa.  She has also volunteered with, and supports, various environmental, food safety and animal welfare organizations.

 

Jennifer earned her Bachelor of Science degree from Cornell University and her Juris Doctor degree from Tulane Law School where she graduated cum laude.  Jennifer is licensed to practice law in New York, California, and Hawaii.

Mr. Morris’ practice is focused on renewable energy development and telecommunications matters.  Specifically, he works with his clients in advocating for regulatory approvals and permits, advising on regulatory compliance, transactional work, financing, real estate, and policy matters.  
 
David brings to the firm extensive experience in handling regulatory and permitting matters with respect to renewable energy facilities and telecommunications.  His prior experience also
includes litigation and dispute resolution with respect to power purchase agreements for utility scale and C&I projects, and construction contracts.
 
Mr. Morris graduated cum laude from the William S. Richardson School of Law, where he served as an Outside Articles Editor for the University of Hawaii Law Review and earned multiple CALI Excellence for the Future Awards.
 
David served as Chair for the Environment, Energy and Resources Section of the Hawaii State Bar Association, and was the Executive Connect Committee Chair and Steering Committee Member for the Chamber of Commerce Hawaii Young Professionals.  David is licensed
to practice in the State of Hawaii.
